I.

Public Hearing - Starts at 6:00PM

Mayor Smith called the Public Hearing to order at 6:00 PM.

1.              Alcohol Ordinance Amendment - Brewpub -

Kingsland is proposing to amend its Alcohol Ordinance to allow Brew Pubs according to Senate Bill 85 recently signed by the Governor.

No one came forward to discuss the Alcohol Ordinance Amendment.

 

Mayor Smith closed the Public Hearing at 6:01 PM.

Call to Order and Welcome Guests

Mayor Smith called the regular scheduled meeting to order at 6:01PM.

             

III.

Invocation and Pledge to the Flag

1.              Reverend Al Crumpton, Pastor, King of Peace Episcopal Church and Boy Scout Troop 226 -

Reverend Al Crumpton gave the Invocation and Thomas Nesheim, Boy Scout Troop 226 led the audience in the Pledge to the Flag.

Recognition

1.              Fire Department Promotions:  Promoted to Rank of Lieutenant:  Firefighter/EMT Gregory Jackson and Firefighter Charles Roney -

Firefighter/EMT Gregory Jackson and Firefighter Charles Roney were promoted to Lieutenant and they both received their Lieutenant bars.

2.              Recognition of:  Georgia Cities Week Sponsors -

Mayor Smith stated that hundreds of local residents came to the free "Lunch in the Park" to support their community on this beautiful day; and a special thank you goes to the Event Sponsors:

TDS Telecom, Southeast Georgia Health Systems, IGA Kingsland, Carter & Sloope Engineering Consultants, and Ameris Bank.

3.              Georgia Cities Coloring Contest Winner -

Miss Lexi Mohammed won the Georgia Cities Week Coloring Contest and was presented with a certificate and gift card from the Kingsland Fire Department and Administration.

4.              Georgia Cities Week Honoring our Dedicated Board Members -

The Mayor and City Council thanked all of the volunteers who lend their generous support, leadership and time to serve on the boards of the City of Kingsland.

 

Downtown Development Authority Board:  Councilman Jim McClain, Paula Chamberlin, Jimmy McCollum, Brandy Fournet, Troy Hoper, Mike Spiers, Theresa Farrell.

Kingsland Convention & Visitors Bureau:  Shiv Parbhoo, William Brunson and Kathy Dixon.

Planning Commission Board:  Wesley Brewer, Judy Smith-Burris, Daniel T. Wheeler, Bryant Shepard, Fyrth Morris, Farran Fullilove

Kingsland Development Authority Board:  Bobby Sweat, Stan Fowler

Kingsland Police Department Use of Force & Accidents Citizen Review Board:  Verdell Griffin Jr., Laurie Morton

Kingsland Board of Ethics:  Rachael Baldwin, Jo Byrant, James Johnson

 

Mayor Smith stated that the City of Kingsland would not be the amazing community that it is without the dedication and hard work that these members show to our city and its residents.

5.              "Spirit of a Hero" Awards Presentation -

The Mayor and Council recognized that in conjunction with Keep Camden Beautiful and Earth Day, a 24 hour litter pick-up was held throughout the community.  Over 115 volunteers registered and came out to clean up the roadsides of our community.  Naval Submarine Base Kings Bay personnel collected countless bags of garbage on more than 15 miles of local highways. 

 

Two special awards were earned during the Clean up Blitz.  The team with the most volume of trash was Boy Scout Troop 208.  The second award went to the group with the most volunteers, CCHS Future Farmers of America and the Senior Beta Club.

Planning and Zoning

1.              Deannexation - Britt -

Joseph A Britt, III and Donna Bell Britt own land on Jimmy Lane otherwise described as map and parcel 094 020G consisting of 10 acres and desire to deannex it as City sewer cannot be economically extended to the property.  The County has approved accepting the deannexation.  Staff recommends approval.

1.              Adoption Of:  Ordinance #2017-04 -

An Ordinance to Amend Ordinance #2003-23, "Licensing the Distribution and Sale of Alcoholic Beverages and Liquors, Malt Beverages and Wines in the City of Kingsland, Georgia."  Staff recommends approval.

RESULT:              ADOPTED [UNANIMOUS]

2.              Bid Award: Commercial Grade Zero Turn Radius Mower -

Purchase of one (1) commercial grade zero turn radius mower.  Staff recommendation:  1st choice - ExMark Kohler Motor - $8745.52, 2nd choice - Scag Turf Tiger - $9671.20.

Councilman Day made a motion to award the bid to Tri-Lane Rental.  Councilman Winters seconded the motion.  The motion carried unanimously.

3.              Bid Award: Purchase of Copier with Annual Maintenance Agreement for Tourism Department -

IT staff recommends Canon with Southeastern Machines at $4,995 based on prior experience with the brand.

Councilman Ham made a motion to award the bid to Southeastern Business Machines.  Councilman McClain seconded the motion.  The motion carried unanimously.

4.              Bid Award: Purchase of Body Armor for Police Department -

Police Department recommends Operator Safety Solutions, LLC at $7,100 based on criteria listed in the attached recommendation letter. Quotes are for 10 vests with 2 internal carriers each, 5 external carriers with MOLLE compatibility and 5 sets of MOLEE compatible accessories.

Councilman Wintes made a motion to award the bid to Operator Safety Solutions, LLC.  Councilman McClain seconded the motion.  The motion carried unanimously.
